Notice of the Chengdu Municipal Bureau of Economy and Information Technology on Organizing the Application Work for the Funds of 2025 Provincial Equipment Renewal and Technological Transformation Projects

Industrial and Information Technology Authorities of All Districts (Cities) and Counties:

In accordance with the requirements of the "Notice on Organizing the Application Work for the Funds of 2025 Equipment Renewal and Technological Transformation Projects" (Letter [2024] No. 419) issued by the Office of the Department of Economy and Information Technology, the notice on the application work for the funds of 2025 provincial equipment renewal and technological transformation projects is as follows:

I. Scope of Support

It mainly supports the directions such as the overall upgrading and transformation of production lines, environmental protection technological transformation, and work safety technological transformation carried out by enterprises in the fields of industry and information technology. Projects must have been included in the "Project Database for Equipment Renewal and Technological Transformation in the Industrial Field" (The requirements for the application of "Intelligent Transformation and Digital Transformation", "Technological Transformation Loan" and "Equipment Renewal Loan" will be issued separately).

(1) Support for the overall upgrading and transformation of production lines. It mainly supports the promotion and application of common and applicable new technologies, new processes, new materials and new standards to drive the clustered development of upstream and downstream industries. It also supports enterprises to introduce and purchase advanced equipment (including supporting software), improve production conditions, enhance the equipment level of enterprises, and improve product quality and labor productivity, etc.

(2) Support for environmental protection technological transformation. It mainly supports enterprises in traditional industries to eliminate backward production capacity, implement clean and efficient utilization and energy-saving transformation of high-energy-consuming equipment, promote advanced energy-saving and water-saving technologies and processes at home and abroad, promote energy conservation and consumption reduction and clean production, and improve production efficiency and energy and resource utilization efficiency, etc.

(3) Support for work safety technological transformation. It mainly supports the orderly elimination and withdrawal of old equipment with relatively high safety risks in key fields. It supports the upgrading of technical equipment such as work safety management and monitoring and early warning systems, emergency response systems, and equipment and facilities for the production, storage and transportation of dangerous goods to improve the intrinsic safety level of industrial enterprises.

II. Support Methods and Standards

The special subsidy method will be adopted. For a single project, support will be given according to no more than 5% of the investment in project equipment (including software). For pure work safety and environmental protection technological transformation projects, support will be given according to no more than 10% of the investment in equipment (including software), with a maximum support of 10 million yuan for a single project.

III. Application Conditions

(1) The investment in the equipment (including software) of the application project is more than 20 million yuan (Equipment investment includes the costs of purchasing equipment, special tools, utensils, etc.; Soft investment includes the costs of software and testing, etc., and soft investment shall not exceed 20% of the equipment investment). For pure work safety and environmental protection technological transformation projects, the investment in equipment (including software) is more than 10 million yuan. The project has been included in the Sichuan Provincial Equipment Renewal and Technological Transformation Project Database.

(2) Project implementing enterprises shall be legally registered and taxed, have independent legal person qualifications, or be non-independent legal persons that pay taxes in accordance with the law of central enterprises, provincial enterprises and other large enterprise groups.

(3) The project has obtained the project filing or approval documents during the period from January 1, 2022 (inclusive) to the application deadline. The project status must be under construction or completed. Among them, for projects under construction, the completed investment in equipment (including software) shall be no less than 30% of the planned investment in equipment (including software).

(4) Relevant procedures that should be completed before the start of construction of the project, such as environmental protection, safety, energy conservation and fire protection, have been handled in accordance with the law.

(5) No major accidents have occurred in aspects such as safety and environmental protection in the past three years, and the enterprise has not been included in the list of abnormal business operations, the blacklist of work safety or the list of persons subject to enforcement for dishonesty.

IV. Application Process

(1) Before December 20, the project application units shall independently log in to the Sichuan Industrial Project (Fund) Management Platform in the Public Service column of the portal website of the Sichuan Provincial Department of Economy and Information Technology (https://jxt.sc.gov.cn), select the application column for 2025 equipment renewal and technological transformation projects, and fill in the application materials for project funds. To strengthen the project warehousing work, enterprises must apply for projects in accordance with the principle of "warehousing first, then application".

(2) The project application units must make the project application report (see Annex 1 for details) into a PDF electronic document (scanned copies shall be stamped with the official seal of the project unit and listed in order with a table of contents), and upload it to the Sichuan Industrial Project (Fund) Management Platform. The paper materials will be submitted when the project is evaluated. The paper materials shall be numbered with a table of contents and page numbers in order, and bound into volumes with a cover (Among them, the copies shall be stamped with the official seal of the project unit, bound by thread or glue, and shall not be bound with plastic covers).

(3) All districts (cities) and counties shall complete the online review and conduct on-site review of the application materials in accordance with the principle of territorial management.

(4) All districts (cities) and counties shall formally issue documents [in duplicate, including the commitment letter of the district (city) or county and the project summary table (see Annex 2 and 3)] to recommend and report the projects that have passed the review to the Municipal Bureau of Economy and Information Technology, and copy them to the financial departments at the same level. Projects that have not completed online warehousing or whose materials are incomplete or not standardized will not be accepted.

V. Work Requirements

(1) Seriously organize the application. All districts (cities) and counties shall earnestly fulfill their territorial management responsibilities, designate specific personnel to be responsible, manage and review, and actively do a good job in project application, recommendation and other work.

(2) Strictly review and check. All districts (cities) and counties shall earnestly do a good job in organizing the project application work, and shall not practice fraud, neglect their duties or perform their duties perfunctorily. Project application units shall provide project application materials as required, be responsible for the legality, authenticity and integrity of the application materials, and issue a written commitment letter. If it is found that the application unit has committed fraud, it will not be allowed to apply for provincial industrial development fund projects within three years once verified.

(3) Timely submit materials. Project application units shall complete the online application before December 20, 2024. All districts (cities) and counties shall complete the online recommendation and submit formal documents to the Municipal Bureau of Economy and Information Technology before December 24, 2024. Applications submitted overdue will not be accepted.

VI. Declaration

Our bureau has never entrusted any institution or individual to act as an agent for the application of the funds for Sichuan Provincial equipment renewal and technological transformation projects. Project units are requested to apply for projects independently. Our bureau will adhere to the principles of fairness, justice and openness, strictly accept applications in accordance with relevant standards and procedures, and will not charge any fees. If any institution or individual charges fees from enterprises on this basis, please report to our bureau by those who are informed.
